You'll need to look at the special rules of order your assembly has adopted regarding the use of consent agendas to say for sure, but such rules generally provide that a single member can simply request for an item to be considered separately. See RONR, 11th ed., pg. 361 for information on consent agendas, and pgs. 274-275 for the rules in effect when the assembly has not adopted special rules of order for a consent agenda.
