When two seats on the board need to be filled by election of the membership is a majority of all members voting required to elect or are the two with the highest total votes received elected even though not a majority of all votes cast?

A majority of the votes cast (where a ballot with any vote on it for the board vacancy is "one cast vote") will be necessary to elect.  Each voter is entitled to cast votes for two candidates - to fill the two positions - but can vote for only one if he wishes.

If your bylaws specifically allow for a "plurality vote" to select a winner then the "majority of votes cast" is no longer required.
