Ok here is the specific vote. It was brought to the body to approve a by law change to add additional resposibilties to the president's role. The body did not want this anc voted no to adding the additional resposibilites. Just becasue the president wanted it, it is being intoduced again. If you can clarify your question we may be able to be more specific but otherwise see RONR pp. 305-310 (Rescind/Amend Something Previously Adopted) pp. 315-336 (Reconsider) and pp.336-342 (Renewing a motion).
