Can a vote be taken during a special called meeting as long as the vote being taken is in consideration of the only topic sheduled for the special called meeting?

Yes, as long as the meeting was properly called, according to the rules in your bylaws, i.e., called by the proper authority with the proper amount of notice, and listing in the call the specific topic(s) to be considered.

And the notice for the meeting can list one issue, or several issues.  But only those issues list in the Notice can be discussed.  So if there are several pressing matters to be dealt with, then all of them can be listed in the Notice for the meeting so they can be discussed and voted upon at the meeting.
