If the board doesn't approve this expenditure beforehand, how can a member bring a motion to donate money to someone else? Perhaps that is clearer???? In RONR-Land an association starts out with no board and, if there is a board, it starts out with no authority. Clearly your rules differ. Given that the bylaws (I assume) specify that the board must approve such an expenditure, here's what I would suggest the member do:Make a motion to amend the bylaws to strip the board of that power.
