We had an election in May but a in a few cases, no one ran for the positions and the new board will have to fill those vacancies. Most of these positions come from a "vote for 4" election. Vacancies occur when only three or fewer candidates run from a district. My question is whether one of the old members can claim he/she is still in office and vote on filling the vacancy. You don't have those kinds of "vacancies", you have an incomplete election and the current officeholders remain in office until their successors are elected (i.e. until the election is completed). If they're unwilling to continue to serve they should resign. Then (assuming the resignations are accepted) the board could fill the temporary vacancy but only until the election is completed.
