Rescind/Amend something previously adopted

The membership voted by unanimous consent to adopt the report of a committee.  A member wants to appeal the decision of the membership to the Executive Board.  The Executive Board does not have the authority to undo what's been adopted by the membership.  How can the member undo what's already been adopted by the membership.

The member can make a motion to rescind the motion  to adopt the report. It requires a 2/3 vote, or a majority if notice is given, or a majority of the membership.

But such a motion must be made at a meeting of the full membership. As Felicia has already noted, the Executive Board does not have the authority to undo what's been adopted by the membership.
