Can approved motions from an administration be changed to now a current administration

Can motion's that was voted on in one president's administration and approved for specific funding to be dispersed at the cusp of their administration, be circumvented by the new incoming president?  

Example: funds to be dispersed in at the time the current president's  administration and voted/approved on by the Executive Committee at the last day of her administration. Is it not her obligation as that president to send out the letters to the appropriate people stating the amount granted and approved in her administration? Can The new incoming president refuse to let the outgoing president wrap up her obigations in her administration?  can the new president ask her new administration to refuse what was approved prior,by having a new vote from her administration? How about if the minutes have not been written yet being this transition has only been two weeks after a major convention?

RONR doesn't include the concept of an "administration." What the Executive Committee has adopted, it can rescind, if it so chooses, but none of that has anything to do with who is president.

I concur, provided that it is not too late to rescind the action (for exapmple, once the fuding has been dispensed, it is too late to rescind the motion to dispense it). Also, the approval or non-approval of the minutes has no bearing on the issue.

Let me explain the situation a little bit more. Each administration is for 2 years with an executive committee and a president. Theses issues were voted on and approved at the executive committee meeting before this new administration started and will be in the minutes. There is now a new administration with a new president and new executive committee not consisting of the original members. How can the now current President not allow the past administration president to write out letters and have monies that were approved to send them out before the books were closed on May 31st? Also the past president still figuratively has her title as president until the new Headquarters president is installed at our convention in June.

In RONR's terms (which apply here) you do NOT have a "new executive committee" but you have new members in the same (continuing) executive committee.  That committee, its very existence, is defined in your bylaws for all time (or at least until the bylaws get amended).  The committee is perfectly free to change its mind, which seems to be what has happened.  The motion "Rescind/Amend..." on p. 305 is the tool that the committee and its members can use to do so.

 

Whether the "old" or "new" president is the real current president  (you can only have one president in office at a time) is for you, collectively, to decide by careful study of your bylaws.
