When, in a meeting, is it appropriate to allow people to have discussion about something which is not the subject of a formal motion?

Never, if you want to get out of the meeting at a reasonable hour.  See p. 34. 

 

If this is a "small board"  (<~12 people), then it is OK - pp. 487-488.

 

Also OK in a regular meeting during "Good of the Order", p. 362, but note that this can take place only after all regular business is taken care of.
