RR appears to assume that, even if there have been nominations by a committee, nominations will also be allowed from the floor.  Can an organization's By-Laws disallow nominations from the floor?

Yes. This is especially common when absentee voting is permitted.

 

(An organization's bylaws can say whatever the organization wants them to say.)

It doesn't "assume" it, it requires it, unless the bylaws say otherwise.
