That's what I was wondering as well. I can think of about four or five different ways to interpret the statement in the bylaws, and not one of them is helped by the principles of interpretation. I suggest you amend your bylaws as soon as possible so one person can't prevent the association from acting simply by staying home (or at the bar across the street). But is this really the quorum requirement for meetings of the (general membership of the) association? It might make a little more sense if it was the quorum requirement for meetings of the board (of which the executive committee is typically a subset).
