It is definitely not the chairman's call, as it is the board's meeting room, not his.  But in practical terms, he can streamline the process, as with most processes, by asking the board for general consent; and, hearing no objection, he can then proceed to let the advisor (or anyone else) speak (without the lengthier procedure of taking a vote).
