In my experience it is a good practice to show the old and new language next to each other so members can quickly see exactly what the change is, but that's not strictly required. Will have a situation next week calling for a complete revision that will make the chairman essentially an autorized dictator. You're also free to point out during debate that the proposed changes would make the chairman essentially an authorized dictator.
