Ask you chairman to show you the rule that, he claims, gives him that authority. If the Board member was being disruptive in the meeting, he can be removed - p. 648. This is a change from the policy that has been in effect. They are citing Article VIII section 2 of Robert Rules as the basis for this decision. Is this really in agreement with Roberts Rules? A second issue has surfaced, can the assembled board vote to suspend the rules and allow the second issue to be considered or would a second special called for a later time? If all are present suspending the rules is OK -- but be sure you move and vote on suspending (p. 264) as the Board members may not be prepared to discuss the "surprize" issue.
