Guest Councilor D Posted June 15, 2014 at 04:04 PM Report Share Posted June 15, 2014 at 04:04 PM Setting: the wish of councilors is to not make cuts to the municipal budget but simply vote it down and send it back to the mayor. The process is usually to approve the budget department by department, making cuts line by line. Question: How would a Council Chairman bring the entire budget up for a vote as a whole BEFORE it is dissected line by line. Is this possible? And what would the procedure be? jstackpo Posted June 15, 2014 at 05:14 PM Report Share Posted June 15, 2014 at 05:14 PM Given that there is nothing in your local laws dealing or interfering with this approach, the Chairman could arrange for one of the councilors to simply move the adoption of the entire budget, and then another councilor to move to refer it back to the mayor (perhaps with some agreed upon instructions for alterations), sort of equivalent to referring to a committee. No need to defeat it first; indeed if defeated there will be nothing left to send back to the mayor.

If the council is responsible for approving the budget (with or without modifications) then it should do so.
