Some routine motions, or ones of little consequence can be adopted by unanimous consent, but just about everything else takes a regular vote. See RONR (11th ed.), pp. 54-56. If your bylaws provide for the use of a Consent Calendar, then items on the consent calendar, adopted with a single vote, are those that are presumably non-controversial, and would not have any need for debate or amendment. But any item of any type that a member feels would benefit from debate or amendment should be removed from the consent calendar, and considered individually.
