quorum for membership meetings

if there is a requirement to have 51% of the active membership present to have a special business meeting and you can not get enough to do so can the board make the decision the meeting was called for

 

Only if the board is authorized to do so. The mere fact that a meeting of the general membership failed to obtain a quorum would not, automatically, confer any special authority on the board (unless, of course, your bylaws says that it does).

Only if it would have been authorized to make that decision anyway.

 

And it's worth noting that at a membership meeting, the board is not in session, and would need to call a proper board meeting or wait until the next regular board meeting.
