The mere fact that a meeting of the general membership failed to obtain a quorum would not, automatically, confer any special authority on the board (unless, of course, your bylaws says that it does). And it's worth noting that at a membership meeting, the board is not in session, and would need to call a proper board meeting or wait until the next regular board meeting.
