A pro tem presider is booted off the stage when the real president (or vice-president) shows up and demands the lime-light, or the meeting ends, or the association decides it has had enough of this bozo and tries again with someone else, &c. OTOH, a pro tem secretary might very well serve, in effect, until well after the meeting ends, up to the point he gets those blasted minutes done ("Oh, why did they talk so much...?") and sends them off to the official secretary.
