"Any nonmembers allowed in the hall during a meeting, as guests of the organization, have no rights with reference to the proceedings (pp. 644–45)." RONR (11th ed.), p. 648. You can substitute "board" or committee" for "organization, as the case may be. The rules are the same. If you're not a member of the body that is meeting, you have no rights.
