Those are two separate and distinct actions (although they do sometimes happen all at once in the same motion or bylaw provision). RONR has (longish) chapters on committees: p. 168 ff. and p. 489ff. The committee may not be authorized to pay the person for their time, but they can invite them to their meetings. No action by the president is required.
