RONR 11th, pp. 535

" On a motion, or by unanimous consent, the committee rises and the presiding officer of the

assembly resumes the chair."

If someone oppose the committee of the whole was rised by unanimous consent.

The committee of the whole rised is by majority vote or by a two-thirds vote?

A majority vote.

 

The motion to rise and report is essentially equivalent to a motion to adjourn, which requires a majority vote for adoption.

 

Per pp.531-532, "the motion to go into a committee of the whole is a form of the motion to commit". The motion to commit (p.168ff) requires a majority vote.

 

I believe the question was about the motion to rise and report, not a motion to go into a committee of the whole, but it is still correct that a majority vote is sufficient.
