A majority vote. The motion to rise and report is essentially equivalent to a motion to adjourn, which requires a majority vote for adoption. Per pp.531-532, "the motion to go into a committee of the whole is a form of the motion to commit". The motion to commit (p.168ff) requires a majority vote. I believe the question was about the motion to rise and report, not a motion to go into a committee of the whole, but it is still correct that a majority vote is sufficient.
