Guest Barry Posted July 15, 2014 at 12:58 AM Report Share Posted July 15, 2014 at 12:58 AM The bylaws of our condominium association here in Virginia state "The most current edition of Roberts Rules of Order shall govern the conduct of the meetings of the Board of Directors when not in conflict with the Declaration, these bylaws, or the Condominium Act." Two board members just resigned leaving three board members to hold a special meeting to appoint two new board members. At this meeting, is the President allowed to make a motion or second a motion? Edgar Guest Posted July 15, 2014 at 01:11 AM Report Share Posted July 15, 2014 at 01:11 AM If your board operates under the "small board" rules, the chair (e.g. president) is free to participate as fully as any other member and seconds are not required. See also FAQ #1, paying particular attention to the third sentence.

Edgar Guest Posted July 16, 2014 at 09:57 PM Report Share Posted July 16, 2014 at 09:57 PM Yes, your garden variety motion requires a second (but, to help parliamentarians pay the rent, there are exceptions). The reason for a second is to let the chair (and the assembly) know that more than one member thinks the question is worth considering. By the way, and for future reference, this forum works best if new questions are posted as new topics, even if you find an existing topic that's similar. If, for example, everyone who had a question about motions added to this topic it would soon get out of hand.
