The president only has such authority to make decisions for the organization as are explicitly provided by the societies bylaws. (RONR 456 l. 25ff) . In a meeting the president is there to preside (chair) the meeting, and not to dictate. But there are a variety of decisions that the presiding officer must make when performing his duties. For example, the chair can make decisions about whom to recognize next, but substantive decisions are generally made by majority vote of the board.
