Release draft minutes for membership review

Nothing in RONR requires the secretary to submit the draft minutes to anyone. However many organizations will have the draft minutes sent to all members so they can be read prior to the meeting where they will be approved (see p.474).

 

The "Commander" (the president?) has no individual right to review the secretary's draft.

In Article X section 59. It says any member can request any notes at areasonable time. Wouldn't that be the same as draft minutes before approval?

 

No, it is not. The reference is to "records", not to "notes", and you are referring to an edition of Robert's Rules of Order that is almost 100 years old. The current edition is the 11th, published in 2011.
