However many organizations will have the draft minutes sent to all members so they can be read prior to the meeting where they will be approved (see p.474). The reference is to "records", not to "notes", and you are referring to an edition of Robert's Rules of Order that is almost 100 years old. The current edition is the 11th, published in 2011.
