If the assembly intends to have an agenda (which would seem to be the case, since elections are not normally quite that early in the meeting), yes, adopting the agenda is generally the first order of the day (although there are some exceptions - mainly conventions). By the way, the term order of business properly refers to the full sequence of business at a session, not to a single item in that sequence.
