This forum doesn't address legal issues, but RONR does not prohibit recording meetings. Be aware, however, that because deacons often deal with benevolence and other topics that are best not discussed broadly, their meetings may be conducted in executive session. If that is the case, the deacon who records the meeting has a responsibility to prevent people who are not authorized to be in the meeting from viewing the video.

My question is, is it against the law for a person (Deacon) to record by video or tape recorder of a deacon's meeting?  

 

This is the sort of thing that RONR leaves up to each assembly to decide. A member has no inherent right to record meetings. The assembly can permit it or prohibit it.
