No. Can a motion be entertained to waive the reading of the reports? Yes. Can a consensus of a prior Board meeting remove the officer, director and committee reports from the agenda? Hm. I'd need more facts to say for sure (such as how often the board meets and whether the organization has adopted a special order of business for board meetings), but generally speaking, I'd say the answer is no. I'm also not sure this would be wise. I believe it would be in order, however, to adopt a rule providing that reports for information only shall be provided in writing and shall not be read aloud, unless permission to do so is granted by the board.
