It means the motion was defeated. The same as if the vote was 10 in favor and 11 against. Or 2 in favor and 59 against.

 

Note that a defeated motion can be made again ("renewed") by any member at any subsequent meeting as if it had never been made before.

 

The one exception is in the case of an election. In that case additional rounds of voting are held until someone is elected (i.e. until the election is complete).
