The bylaws are silent on the issue. Your president has only the (administrative) authority that your bylaws give him. Are there provisions in your bylaws for holding "special" meetings? A resignation is not accepted until it has been formally approved. Also, unless the By-laws state otherwise you can have more regular meetings - like once a month. That might be part of the problem. That assumes that the By-laws provide for the number of regular meetings every year. I know of organizations where this is left up to the Board to decide. Then it seems you will have a Treasurer who is unwilling to perform the duties of office until at least October. The Treasurer's resignation is not effective until it is accepted by the body authorized to fill the vacancy. Do your bylaws even give the board the authority to fill vacancies, or grant the board full power and authority to conduct business between meetings of the membership? That assumes that the By-laws provide for the number of regular meetings every year. I know of organizations where this is left up to the Board to decide.
