Weldon Merritt Posted August 26, 2014 at 03:08 AM Report Share Posted August 26, 2014 at 03:08 AM No. He can't speak against it, but he can vote either way, or abstain, as he wishes.
Gary Novosielski Posted August 27, 2014 at 11:14 PM Report Share Posted August 27, 2014 at 11:14 PM Must the person who makes the motion on an issue be required to vote in the affirmative if the motion is not changed in discussion? Not at all. After all, it's possible that those debating on the opposing side were so persuasive that they convinced even the mover that it was a bad idea. But in a larger sense, look at it this way: If you're "required" to vote a certain way, it is not actually a vote at all.
