I assume by "not qualified" you mean he is ineligible to hold the office to which he was elected and not just that he lacks the qualities that would make him effective in his job (e.g. a treasurer who can't add). That is because the other candidate LOST, perhaps for a very good reason - he didn't get majority approval.
