Sure. Most meetings are called so that decisions can be made and most decisions are made by voting. But members can't be compelled to vote so the assembly (the members present but not any one member) can choose to consider the question later. For example, the question could be assigned to a committee for further research. Or does the presented motion need to be finished first? Is there then an 'end all' motion that can be made, to discontinue motions and counter motions? The latter isn't exactly foolproof, but it would make it more difficult to postpone the motion. Either of these motions requires a 2/3 vote for adoption.
