I know this is wrong on many levels but now what? Too much time has passed to raise a point of order. Is this a continuing breach and is the bylaw still in effect since it was amended? At this point, the bylaw provision in question should be viewed as deleted instead of changed. It's never too late to raise a point of order regarding a breach of this nature, since the subsequent action (which looks very much like reconsidering the vote) is improper in this case and violates the rights of absentees. So you didn't "delete a bylaw", you amended the bylaws by removing some of the text. It's not any different, parliamentarily speaking, from amending the bylaws by adding some text.
