Can this be done by the Executive Board or does it have to be voted on by the entire club membership? Standing rules are not mentioned in the existing By-Laws. Therefore the By-Laws do not say how to revise standing rules. It's not clear how this rule was adopted in the first place. If it was adopted by the membership, only the membership can amend it.
