The President would be allowed to see those Minutes, as would any other member for which the Minutes belong to (i.e. If the President is a member of the Board, then he/she would be entitled to see Minutes of Board meetings.) If this was not allowed, then newer Board members may not know what the decisions the Board has made previously and may end up debating issues that have already been dealt with.
