Edited to add: If this member thinks the motion is out of order (i.e. against the rules) he should say so (by making a point of order). But not just because he doesn't like it. That's an interesting question, and it depends on how it came to pass that the board is making this recommendation to the membership. If the board is making this recommendation on its own initiative, then it is an original main motion (unless there is some other reason why it would not be) and Objection to the Consideration of a Question is in order. On the other hand, if the board is making this recommendation as the result of a motion adopted by the assembly, then Objection to the Consideration of a Question is not in order. If a main motion was adopted to order the board to investigate a certain topic and report back with a recommendation, the board's recommendation would then be an incidental main motion. If a motion was actually pending before the assembly and that motion was referred to the board, then this motion is still an original main motion (assuming it was to begin with), but OTC is not in order because consideration of the motion has already begun.
