Can a Committee's  decision overridden by Director's "opinion"?

A Committee made a decision regarding a title for an event..All members were in agreement.
Our Executive Director has taken the liberty to decide a new name and has notified the performers of the event of her action..
I was under the impression that a committee with a quorum in agreement, has the final decision..Since the Exec Director is an employee and acts under Board direction..Shouldn't the Committee have the final say?

Committees rarely have the final decision on anything.  The job of a committee, unless granted specific power to act on its own, is limited to making recommendations to the body that established the committee.  That body then decides whether to follow the recommendations in the committee's report not.

Edited to add:  Because of the way the facts are stated in her other post, I agree with Transpower.   I believe this was a committee appointed "with power" to execute its recommendations.
