Susan, I think you are putting the cart before the horse. The membership is free, barring any limitation in the By-laws of the organization, to elect whoever they want to elect. The By-laws of the organization can require at least one Board member serve on every Committee, but that does not mean that only people who are on a Committee can run for office (unless, again, the By-laws state otherwise, which is not likely.) Having previously served on a Committee may help a candidate's chances of getting elected, as members may like the idea that the candidate has an idea of how the organization operates, RONR does not require this as a requirement to be on the Board. It's usually the other way around. In organizations that require directors to serve on committees, the first job is to be elected as a director, and then the question of who will serve on what committees is settled, usually by the board itself.
