Timing is import.

Is this a vacancy-filling?

Is this a regular election?

It makes a difference.

 

New to the 11th edition is a new rule. See page 440.

 

For regular elections (what RONR calls a "single ballot"), ". . . no candidate is deemed elected to more than one office on a single ballot" (unless your rules allow otherwise).

 

There is no similar prohibition in the case of filling a vacancy for secretary.

So, you might be able to alllow your P to serve as Sec.

That is actually just a new statement of the same old rule, and it doesn't "prohibit" anybody from holding two offices.
