Can the Chairman of the orginazition also serve as Secetrary? When someone else is willing to serve as Secetary?

While it's not the best idea for the same person to serve as both the presiding officer (the chair) and the secretary, it's not strictly prohibited by RONR (though, as always, your rules may vary). If there's more than one candidate, the voters will decide.

For regular elections (what RONR calls a "single ballot"), ". . . no candidate is deemed elected to more than one office on a single ballot" (unless your rules allow otherwise).

 

There is no similar prohibition in the case of filling a vacancy for secretary.

So, you might be able to alllow your P to serve as Sec.

That is actually just a new statement of the same old rule, and it doesn't "prohibit" anybody from holding two offices.
