So, unless you are a member of the Board, then you cannot vote, make motions, speak about the issues brought up at a Board meeting, etc. And unless there is a law covering the HOA in your state that states otherwise, you are not even entitled to be at a Board meeting unless the Board allows you to sit in at a Board meeting.
