can a member of an HOA make a motion at a BOD meeting?

Yes, it does, but only from members of the assembly which is meeting.

 

So, unless you are a member of the Board, then you cannot vote, make motions, speak about the issues brought up at a Board meeting, etc.  And unless there is a law covering the HOA in your state that states otherwise, you are not even entitled to be at a Board meeting unless the Board allows you to sit in at a Board meeting.

However the board could permit a non-member to speak and, by "suspending the rules", permit a non-member to make a motion. Though it might be simpler for the non-member to (before the meeting) ask a sympathetic board member to make the motion "for him".
