No, but the assembly may adopt such an agenda if it wishes. If I understand correctly that the goal is to have no new motions introduced after 10 PM, but to permit the assembly to finish the pending business, the assembly would need to specify in the agenda that the scheduled adjournment is only a general order. Generally, when a specific time is set for an item in an agenda, it is assumed that the item of business is a special order, which would interrupt the pending business and immediately adjourn the meeting at 10 PM.
