Once it was second, no vote was taken. Does the item get adopted? For example: A motion was made and second to terminate the association but no vote was taken. You certainly cannot assume the members (a majority, anyway) were in favor. What caused the interruption such that no vote was actually taken? Is the item to terminate the association adopted? No. That would require a vote. So, what did happen? Did everyone just fall asleep at that point? Knowing what actually happened would probably help.
