We are a 4-H Association in an area with 10 clubs. One club already has 3 members on the Board. Can we limit representation to allow for more clubs to be represented? No.Robert's Rules of Order does not recognize "clubs" as being "members".A board has members.The source of those members (your clubs) is not a parliamentary issue.Blame the voters.Blame those eligible people who chose not to run for a seat on the boardThere is nothing to be done, if Robert's Rules alone is what you are leaning on to "fix" the "problem."(How do you know that this is even a "problem"?) If you wish limits, then REDEFINE THE BOARD.* Amend your bylaws.* Fix the minimum and maximum number of representatives.That's the fix you seek. If you are a 4-H association, it's entirely likely that the national 4-H parent organization will have rules, or at the very least, suggestions, on the appropriate limits and make-up of local boards. Start with your own bylaws, so you know what your rules are, and if you still have no answer, go up the line and ask for help and clarification. RONR will be of little help. It basically says you can arrange things however the membership wants to. But if there are no rules at all, then there is no board at all. Link to comment Share on other sites More sharing options...
