We have done so this year, but some members want to revise them again this year (primarily to deal with some issues that they haven't attended to--- leaving person on the commission who hasn't been reappointed.) No one here has read your bylaws but it seems doubtful that a rule that says that the bylaws must be reviewed once a year means that the bylaws can't be amended more than once each year. And it's a lesson to bylaws writers that use of the phrase "not less than" or "not more than" is helpful to people reading your work years later.
