Electing a committee

Our church's bylaws require that a nine-person Pastor Search Committee be formed as follows: (1) church members will submit nominees; (2) a list of those nominees will be submitted to the church for a ballot vote (each member will vote for nine nominees); and (3) the nine nominees receiving the highest number of votes will comprise the committee.

 

On the off chance that there is a ninth-place tie (i.e., two or more people receive the same, ninth highest number of votes), how is this to be resolved? Do we submit the tied candidates to the members for a "run-off" vote?

In general, ties are resolved by voting again.

There is no tie-break mechanism in Robert's Rules of Order, per se. -- Just re-balloting.

No - p. 441:    You retain on the ballot all of the original candidates, less the 8 who were the unequivocal winners in the first round of balloting.

 

BTW, as a word-maven I have to fuss about your use of "comprise":  The Committee comprises the members, not t'other way 'round.

Let me see if I understand. You delete the eight winners from the ballot and ask the members to vote a second time to clearly establish the ninth winner.

 

As to your comment about "comprise," I agree, but unfortunately, common usage has resulted in the misuse of this word, including in our bylaws!
