How is a past member treated in regards to non payment of dues according to Roberts Rules of Order?

If this person is no longer a member of the organization (and the bylaws don't have any rules regarding nonmembers) RONR (which deals with the rights, responsibilities, and rules of engagement between the body which is meeting and those who are members of that body) wouldn't seem to apply.

What kind of treatment did you anticipate giving, or not giving?

e.g.:

Not shaking hands?

Avoiding eye-contact?

Not Uttering The Name Which Cannot Be Uttered?

 

Why would you treat

(a.) a past member

different from

(b.) a past member who did not pay dues?

 

Are they not the same?

Technically, his resignation could have been rejected and, as a member, he could have been disciplined for non-payment but that ship seems to have sailed. And, in any case, the most severe punishment would have been to expel him from the organization which, in this case, wouldn't be much of a punishment at all.

Past members are not members, and therefore do not have to pay dues.

 

This is why, when a member who is in arrears on the payment of dues submits a resignation, the membership may decide not to accept the resignation until the dues are paid.  And presumably, the dues would continue to accrue until the resignation is accepted.

 

Now, if you're asking whether the membership can refuse to accept the resignation of someone who is all paid up, just to squeeze more money out of them, then the answer is: I don't think so.
