At the next general meeting, a motion was made from the floor to reinstate the original building committee. The person who made the motion was told by another member that the motion to form a special committee could not be made by the general membership and the President refused to call for a vote on the motion. Our Constitution/By-laws state "Special committees may also be appointed by the Board to aid it on particular projects". Can the membership make a motion to appoint a committee or does it have to be done by the Board? So far as RONR is concerned, the membership may indeed appoint special committees. The fact that the bylaws provide that special committees may also be appointed by the board (which is a pointless provision, since this already the case), would not interfere with the membership's authority to appoint special committees.
