If the ExecComm was just making a recommendation for something to the Board, then, Yes, the Board would have to act on the recommendation (perhaps adopt a motion to do what was called for) in order to set it in motion. The answer, under most cases, is "No." If the committee's report contains RESOLUTIONS or RECOMMENDATIONS, then the actual action item is moved. -- It isn't the whole report, word for word, punctuation by punctuation, which is to be adopted (or "accepted"). -- That would be overkill. The presenter should present the report, and close with the action item.E.g., "That concludes my report. On behalf of the committee, I move that the Building Fund change banks to First Western."Entertain THAT as its own motion. Not the entire report.
