Unless your bylaws have explicit rules authorizing co-chairs (and therefore presumably rules on voting and quorum as well) you only think you have co-chairs, but actually do not. Check your bylaws. So, regardless of the number of hats a person wears (e.g., President, Vice President, Treasurer, and/or Secretary), whoever holds all these offices, when it is vote time, the number of chairmanships held, or the number of offices held, becomes meaningless, as the vote is cast by the member who is empowered to vote -- by whatever means that right got allocated to that person.
