Who is "the executive"??   The president?    The only person who can "withdraw" a motion is the person who made it.... and he has the right to withdraw it only before it has been seconded and stated by the chair.  After it has been stated by the chair, he needs the permission of the assembly to withdraw it.  Such consent is normally granted by unanimous consent without objection, but the assembly does not have to consent to it.   RONR page 40.
